1990 - 1999: NEW LEADERSHIP 

Horizons-Upward Bound turned twenty-five in 1990 with a new director at the helm, William Washington. Founding Director Ben Snyder remarked on the occasion of his retirement, “Horizons-Upward Bound, having withstood the test of time, strengthened by the commitment of civic minded organizations and caring individuals, looks forward with confidence to its second quarter of a century.” Washington, who had previously served three years as Assistant Director, would steer the program through the next decade. 

HUB’s 25th year involved a symposium on the program, held at Wayne State University, and new plans for fundraising. Events such as Star Search, featuring a talent show performed by area judges and attorneys, and participation in Cranbrook Schools’ fundraiser, Le Gala de Cuisine, became two new avenues of HUB support throughout the 1990s. 

HUB also expanded its educational reach beyond Metro Detroit through the establishment of a Regional Upward Bound Math and Science Center. Students from six Midwest states joined the summer program, attending classes at the Institute of Science, but sharing living spaces and recreational activities with HUB students.
